Who We Are
Winning Strategies, LLC is a political and public relations consulting firm located in West Virginia.
Founded in 2022 by Josh Holstein and Kyle Saunders, Winning Strategies currently performs work for a variety of political candidates, advocacy groups, businesses, and law firms in West Virginia.
Josh Holstein
Josh Holstein is the President of Winning Strategies and currently serves in the West Virginia House of Delegates, representing the 32nd District (Boone County). Delegate Holstein was first elected in 2020 and is a graduate of Marshall University, where he earned an Economics BBA. Josh was formally employed by the West Virginia Republican Party and briefly worked in the official office of former Congressman Evan Jenkins.
Kyle Saunders
Kyle Saunders is a partner and part-time consultant for the firm. Kyle offers a breadth of political and communications expertise, having served in previous roles in government, political campaigns, issue advocacy, comms shops, and as the Executive Director of the West Virginia Republican Legislative Committee. Kyle is a graduate of West Virginia University Institute of Technology, where he earned BSs in Business Management and Public Service Administration.
